Safeguard measures

The project is progressively monitored and evaluated on the project input, output, effects and impacts, in accordance with the M&E framework and other indicators acceptable to the World Bank & government of Sri Lanka.

UNHCR and ICRC, within the terms of the partnership agreements signed with the Bank, have been effective in enhancing transparency and bridging the communication gap between project management, the Sri Lanka Army, implementing agents, and the Bank and the LTTE for implementing and monitoring the activities in the LTTE controlled areas.

Hon. Governor of the North-East province has been appointed as the focal person to oversee and coordinate the project.

The communities of the newly selected focal villages are being guided by partnering NGOs to prepare their Village Social Profiles (VSPs) and Village Development Plans (VDPs) before prioritising and embarking on their development needs. Communities are being adequately informed about the project and they are monitoring the implementation of rehabilitation activities at the village level.

LTTE now actively participate in the project activities and has their development officials to keep track of the project progress in areas under their control.

Private companies have been contracted to carry out technical and financial audits and spot checks and also advice the implementing agencies, to ensure quality assurance of the project.
