Maintenance of most major irrigation schemes in the project area have been largely
neglected over last 20 years due to the prolonged conflict. Consequently, the major
components of head-works such as dams, spillway structures and sluices including
electro-mechanical components, main supply, feeder canals, drainage canals and canal
structures are heavily dilapidated. Some structural components are dilapidated to the
extent of verge of potential failure causing potential loss of production and damage
to human life and physical property.

The objectives of
this subcomponent are to: a) prevent potential loss of human life and employment, and damage to
public and private property and environment by ensuring structural stability and safety against
failure of most dilapidated major irrigation headworks of the project area; and b) improve
water- management capacity of, and water availability, to farmers by enhancing serviceability
and performance of badly dilapidated irrigation systems. This component will include essential
dam safety repairs and improvements and urgent improvements to major irrigation and drainage
canals and feeder canals of selected major irrigation/drainage schemes. It would benefit
about 15,000 households/farming families who are dependent on those schemes for their livelihoods.
The schemes selected for improving serviceability, performance and improved water availability,
and restoring and enhancing agricultural production are:
Allai scheme (Trincomalee district); Giants’ Tank scheme (Mannar); Iranamadhu scheme
(Kilinochchi); Karavahu scheme (Ampara); and Rugam scheme (Batticaloa).
The first three schemes were enlisted for rehabilitation
under the World-Bank-funded Major Irrigation Rehabilitation Project implemented during the
mid-1980s but were suspended during implementation due to the ethnic conflict. The component
would finance civil and electro-mechanical works, goods and equipment, consultancy services
and training activities. |
