RE – AWAKENING PROJECT - FUNDED BY WORLD BANK

Community Livelihoods in Conflict Affected Areas Project

The Re – Awakening Project is funded by (IDA) World Bank and Implemented in all 8 districts of the Northern and Eastern provinces and bordering villages for the adjoining 04 districts of Anuradhapura, Polonnaruwa, Moneragala and Puttalam with target date of completion 2010.

Applications are invited by the Ministry of Nation Building and Estate Infrastructure Development from suitable qualified candidate possessing the under mentioned qualifications and experience for the following posts.

1.      Post of Community Development Specialist: 01 (PMU - Trincomalee)

Required Educational Qualifications and Experience

Posses a Bachelors Degree in the field of Social Science, Economics, Agriculture and Business Administration with at least 10 years experience on Social Mobilization/Change Agent/Community Development fields in Government /Non-Government institutions and 07 years working experiences in management capacity and having a post graduate studies on related fields

2.      Post of Deputy Project Director: 01 (District Project Management Unit - Trincomalee)

Required Educational Qualifications and Experience

Bachelors Degree from a recognized university or equivalent qualification in the field of Civil Engineering, Social Science, Agriculture, Science, Law, Regional Development & Planning, Economics, Commerce, Business Administration & Management with 8 years experience in the relevant area of specialization at the management level with Corporate Membership of a recognized professional institution, Post graduate Diploma or Master in relevant field.

3.      Post of Project Accountant: 02 (Eastern Province - Batticaloa)     

Required Educational Qualifications and Experience 

Chartered/Corporate membership of recognized Professional Institution/graduate degree in the relevant field and Minimum of 8 years of post qualification experience in the relevant field or An officer of the Government Sri Lanka Accountants Service Class I or Similar status in the relevant field with minimum of 8 years experience in class I level. Experience in foreign funded projects is an advantage.

4.  Post of Senior Engineer: 01 (Project Management Unit – Boarder District)

Required Educational Qualifications and Experience

An Officer of the Government Sri Lanka Engineering Services Class I or similar status With Minimum 08 years experience in Class I level in the relevant field Or membership of recognized Professional Institution Post graduate degree in the relevant field And Minimum of 8 years of post qualification experience in the relevant field.

5. Post of Senior Auditor - Finance: 02 (Eastern Province - Batticaloa, Northern Province -Vavuniya)

Required Educational Qualifications and Experience

An Officer of the Government of Sri Lanka Audit Service Or similar status with minimum of 08 years experience in class I level in the relevant field or Charted/Corporate membership or recognized professional Institution, Post Graduate Degree in the relevant field and 04 years of post qualification experience in the relevant field.  

6. Post of Project Engineer: 08 ( Trincomalee, Batticaloa, Kilinochchi, Mullaitivu, Anuradhapura, Polonnaruwa, Moneragala, Puttalam)

Required Educational Qualification and Experience

Posses B.Sc Degree in Civil Engineering from recognized university or equivalent qualification With at least 03 years experience in related field of activities or Posses NDT or equivalent qualification With at least 20 years experience involving in related field of activities.

7. Post of Senior Community Mobilization Officer: 02 ((Eastern Province - Batticaloa, Northern Province -Vavuniya)

Required Educational Qualification and Experience

Posses a Bachelors Degree in the field of Social Science, Law, Economic, Commerce, Agriculture and Business Administration with at least 08 years experiences on Social Mobilization / Change Agent / Community Development field in Government/Non-Government institutions and

Working more than 5 years in management capacity. And Passed English Language in G.C.E. (O/L) Examination. 

8. Post of Community Mobilization Officer:05(PMU, Trincomalee, Kilinochchi, Puttalam)

Required Educational Qualification and Experience

Posses a Bachelors Degree in the field of Social Science, Law, Economic, Commerce, Agriculture and Business Administration with at least 07 years experiences on Social Mobilization / Change Agent / Community Development field in Government/Non-Government institutions and

Working more than 5 years in management capacity. And Passed English Language in G.C.E. (O/L) Examination.

9.  Post of Community Development Organizer: 06 (PMU, Trincomalee, Ampara, Jaffna, Polnnaruwa)

Required Educational Qualification and Experience

Posses a Bachelors Degree in the field of Social Science, Law, Economic, Commerce, Agriculture and Business Administration with at least 05 years experiences on Community Development field in Government/Non-Government institutions and working 03 years in the management capacity. And Passed English Language in G.C.E. (O/L) Examination.

10.  Post of Community Mobilizer : 07 (DPMU - Anuradhapura, Polonnaruwa, Puttalam)

Required Educational Qualification and Experience

Posses a Bachelors Degree with at least 01 years experiences on Community Development field in Government/Non-Government institutions or Passed an Advance Level certificate, with 4 years experiences on Community Development field in Government/Non-Government institutions or Passed an Advanced Level certificate, with 4 years experiences on Community Development field in Government/Non-Government institutions. And Passed English Language in G.C.E. (O/L) Examination.

11.Post of Monitoring and Evaluation Officer: 02 (Eastern Province - Batticaloa, Northern Province -Vavuniya)

Required Educational Qualification and Experience

Possess Bachelors Degree or equivalent in the field and minimum of 4 years experience in the required area of specialization or Certificate/Diploma offered by a recognized institution and minimum of 08 years experience in the required area of specialization. Ability to work in computerized work environment and previous work experience in software packages would be an added advantage.

   Terms of Reference - Monitoring and Evaluation Officer

12.Post of Finance and Monitoring Officer: 01 (DPMU - Vavuniya)

Required Educational Qualification and Experience

Possess Bachelors Degree or equivalent in the field and minimum of 4 years experience in the required area of specialization or Certificate/Diploma offered by a recognized institution and minimum of 08 years experience in the required area of specialization. Ability to work in computerized work environment and previous work experience in software packages would be an added advantage.

13.  Post of Gender Officer: 01(PMU - Trincomalee)

Required Educational Qualifications Experience

Possess Bachelors Degree or equivalent in the field and Minimum of 4 years experience in the required area of specialization or Certificate/Diploma offered by a recognized institution and minimum of 08 years experience in the required area of specialization.

14.Post of Environmental Officer: 02 (PMU - Trincomalee, Eastern Province – Batticaloa)

Required Educational Qualifications and Experience

Posses Bachelors Degree in Engineering/Environmental studies or any other relevant field with post graduate Diploma or Master’s Degree in Environmental Engineering and 03 years experience in Environmental Monitoring related field.

15.  Post of Procurement Officer: 01(PMU- Trincomalee)

Required Educational Qualifications and Experience

      Bachelors Degree in Civil Engineering Or any other relevant field and 05 years experience of which 03 years should be in procurement contract Management in the Public Or Private Sector.

16.  Post of Administrative Officer: 01 (PMU - Trincomalee)

Required Educational Qualifications and Experience

Should be Supra Class of the General Clerical Service with 08 years service in that grade or should be a Class I of General Clerical Service with 10 years service in that grade and should have at least 03 years experience in the establishment works of foreign funded project office.

17.  Post of Senior Engineering Assistant: 01 (Eastern Province – Batticaloa)

Required Educational Qualifications and Experience

Posses NDT or equivalent qualification in Civil Engineering with at least 15 years experience in the areas of field investigation, feasibility study, preparation of design proposals, field survey works, estimation, preparation of bidding documents, procurements, bids evaluation, construction, supervision, quality control and assurance, field measurements and payment preparation, checking and payment certification, payment effecting, contract administration, report preparation, etc.

18.  Engineering Assistant: 04 (DPMU - Kilinochchi, Mullaitivu, Anuradhapura, Polonnaruwa)

   Required Educational Qualifications and Experience

Posses NDT or equivalent qualification in Civil Engineering with at least 03 years experience in the relevant field.

19.  Post of Senior Draughtsman(Internal Audit) : 02 (Eastern Province - Batticaloa, Northern Province -Vavuniya)

Required Educational Qualifications and Experience

Should be a Special Class of the Sri Lanka Technological Service with 15 years service Or Class I of the Sri Lanka Technological Service with 20 Years experience.  

Terms of Reference - Senior Draughtsman(Internal Audit)

20. Post of Financial Audit Assistant: 04 (Eastern Province - Batticaloa, Northern Province -Vavuniya)

Required Educational Qualifications and Experience

Passed G.C.E (O/L) in six (06) subjects in not more than two sitting including English with 4 credit passes in Mathematics, Sinhala/Tamil Languages and two other subjects and Minimum pass in 3 or 2 (Old syllabus 3 passes new syllabus 2 passes as applicable) subjects passes in G.C.E (A/L), Ability to work in Computer Or Possess Higher National Diploma in Accountancy (HNDA) or Equivalent Diploma Certificate. At least 03 years experience in Auditing works.

21.  Post of Draughtsman: 01 (DPMU - Moneragala)

Required Educational Qualifications and Experience

NCT or equivalent qualification with at least 03 years experience involving in the areas of estimation, report,  review, preparation of sketch/drawings, preparation of rate analysis and rate, bids evaluation, preparation of contract agreement, checking of field measurements and payment preparation, progress and technical report preparation, etc.

Terms of Reference - Draughtsman

General Conditions:

The posts are temporary and the appointments are on contract basis, renewed annually depending on needs of the project and satisfactory work performance. Applicant,

   1.  Should be a citizen of Sri Lanka

2.  Should be in good health and physically fit to serve in any part of the project area.

3. A Good command of the English Language is necessary. Working    knowledge of Sinhala and /or Tamil is an advantage.

4. Ability to work in computerized environment and

5. Qualified Female Candidates are strongly encouraged to apply.

 Age Limit: In accordance with the management services circular preference will be given to those under 57 years.

The name of the post applied should be written on the left hand corner of the cover. However separate applications should be made for each post. The applicants who are in government service should send their applications through their Secretary/Head of Department with a recommendation regarding release if the applicants are selected for the post. Applicants should indicate their preferred Districts or Province, (Northern or Eastern) in their application.

Method of Selection: Selection will be by an interview among short listed applicants.

Salary: Negotiable. As per Management Services Circular No.33 of 05.04.2007 & P A Circular No: 6/2006.
