Supply of 02 Nos. Barge Mounted Excavators

1.         This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business on line on July 13, 2004.

2.         The Democratic Socialist Republic of Sri Lanka has received a credit from the International Bank for Reconstruction and Development toward the cost of Second North East Irrigated Agriculture Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for procurement of 02 Numbers Barge Mounted Excavators. Bidding will be governed by the World Bank’s eligibility rules and procedures.

3.         The Project Director in association with Ministry of Nation Building and Estate Infrastructure Development now invites sealed bids from eligible and qualified bidders for Supply of 02 Numbers Barge Mounted Excavators

4.         Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines Version May 2004: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

 5.        Interested eligible bidders may obtain further information from Project Director, Second North-East Irrigated Agriculture Project and inspect the Bidding Documents during week days at the address given below from 0830 hours to 1615 hours.

6.         Qualifications requirements are indicated in section III of the Bidding Documents. A margin of preference for eligible national contractors shall be applied. Additional details are provided in the Bidding Documents.

7.         A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of LKR 2,000.00 or equivalent in a freely convertible currency up to 1500 hours on August 14, 2007. The method of payment will be by cash or bank draft at Project Management Unit, Trincomalee. The bid documents could be dispatched through post or courier on request and in this regard all charges will be borne by bidders.

8.         Pre-bid conference will be held at Project Management Unit, M/Agriculture Complex, Kanniya Road, Varothayanagar, Trincomalee commencing at 1100 hours on July 23, 2007.

 

9.         Bids must be delivered to the address below on or before August 15, 2007 at 1500 hours Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 1505 hours, August 15, 2007. All bids must be accompanied by a Bid Security as indicated in the Bid Data Sheet.
